Pull the small primer hose off the hose barb on the top of the top carb. Turn the key to on, and push in on the key. Just throwing this out there but you will get different voltages at different engine speeds. High 12s to 13 at idle and upwards at higher RPM if its my motor were talking about. If you are getting 16v at idle, Id say that is out of the ordinary.
