You only listed three of the four Haunted Sectors and those time frames aren't going to be consistent day-to-day. A 2.5-hour rotation doesn't divide evenly into a 24-hour day so there's going to be some drift.

I believe that Europa is also in the rotation. 3 Dreaming City, 1 Tangled Shore, 3 Europa, and 4 Moon adds up to 11. As the title says, I believe the Haunted Europa Sector completion is potentially bugged for the “Local Haunts” event challenge. I have been on Europa between 2-3 times and my trackers says 0. I wanted to put this out there in case anyone else is having this issue. Same here Europa isn't spawing in for me stuck on 2/3 last for title.
