The truck engages starter and rolls once cuts out for 3 seconds and repeats. Two new batteries, treated fuel, also put a new starter relay in a few days ago to see if was part of the issue.

They used MDI2 GDS Software to conduct the requested relearn, however, the initial "counts" show 287 exceeding the max value of 285 per the GDS software, so now code P100B displays with CEL at ignition on, engine on.

I would say your DIC is probably over by 1 mpg by my experiences with 23K mileson a '17 2500 LTZ. Mileage improved a little and I have never reset my 2nd mileage meter which reads 16.2 mpg for the average life of the truck with say 55% city and 35% highway and 10% towing.
