Of course EU4 is more difficult and completed because Vic3 is a completely new game. With 9k hours in eu4 and 500 in vic3 I can definitely say that eu4 is the more complex game with a higher skill ceiling, while the skill floor for eu4 is lower. Years ago I read an interesting AAR with CK2->EU4->Vic2 Megacampaign. There the player blobbed with Abbasids hard in CK2 and conquered most of the world, but didn't touch the British Isles. In EU4 he played England/UK and pretty much colonized the rest of the world and only pushed slowy back into mainland proper.
