If the occupant gets out of the vehicle and removes the decal, the "Cart Narc" will often toss another one onto the vehicle. I happened upon a "Cart Narcs" video for the first time earlier today and expected to be sympathetic to them, as I always return my cart to the corral and often return others' carts as well.
