You can probably make a great Sword and Board Ranger for your Melee build if you want to. Heavy Crossbow would require Corssbow Expert to take the most of, so you should try a Longbow instead. I assume a Sharpshooter with a Longbow and Archery Fighting style, With the teleportation magic from Horizon Walker would be an amazing build.

So Carpone from the Lava Divers has been doing a bunch of DPS tests on Ranged builds. He's the same person that wrote up the Horizon Walker guide that most good players use as their Ranged dps build. According to him Bow is about 10% more DPS than Repeaters but Repeaters are about 30% more DPS than Inquisitive. Dex honestly is the wrong match for melee horizen walker imo if you want to maximize. The subclass bonus action is amazing and that eating every bonus action makes two weapon fighting melee impossible so you are heavily handicapped going dex. I had a lot of fun running a greatsword strength build with heavily armored feat and defensive fight style.

I would say take the first 5 levels ranger. Then take either two levels of druid or three of rogue. Scout and assassin would work well for your concept. I would say wield a longsword and shield, or a greatsword/axe as the horizon walker is about one powerful attack. If you weren't being melee, you could take a longbow and focus on that.
