After changing blower motor and resistor and even the harness behind the glove box I've found that its a ground issue. Every time I take the splice pack apart and see that one terminal is burnt looking so I sand it off ... If the blower works on high but does not work on some or most of the lower speeds the issue is a damaged blower resistor and harness connector. If this is your only issue you can find the needed parts here. The Orange wire also goes to the fans switch for "high" speed, which bypasses the resistor module. From the fan switch to the ground splice pack, the ground wire is Black.
