This is mainly just a rant due to my frustrations, but a legitimate answer would be greatly appreciated! Personally I’ve found it to be around a 2.5-3% drop chance, now I could be wrong about that number but that’s what I found. Non-published rate but very very low. Got 2 in a row directly from xur.

I've tried a LOT to fix it. I may have experienced a small increase in FPS by deleting the CVAR file but I think it's placebo, because in Dares of Eternity it still bogs down to the 30s when all enemies load in, but feels a little less constant. My hardware runs Halo Infinite campaign at max settings at 2k at 60FPS, so it's pretty nonsensical.
