At least in older posts, I saw that it takes a 20k strength fleet to beet Shard, perhaps even less if you specialize in lasers and shields. After failing badly with my initial fleet, I dramatically increased my fleet to 6 battleships, 5 cruisers using Gamma lasers and Psionic Shields (per screen shot below) and coming in 32k fleet strength.

I just went at Shard with a 15k starbase and 25k fleets and did 200k in armor damage but didn't even touch the hull. On the other, hand, with regenerative hull tissue my fairly puny starbases can regenerate fast enough they can basically indefinitely delay and sometimes even slowly beat pirate and marauder fleets.
