You can only open it through the South Shriekwind entrance. Right behind Falkreath town. This is likely to be a door used to exit the dungeon, once you complete it. If I remember correctly, the "ending" door of shriekwind bastion puts you out on a sheer cliff, with no way down. Thank you!

This quest can be triggered while shouting in a dungeon, not only in a settlement. Oddly, it can possibly even direct you to the same dungeon where you used the shout. The bug below may occur if the shout is used in the dungeon before finding the word wall in that same dungeon. The Unofficial Skyrim Patch, version 2.1.1, addresses this issue.
