Taking a shockwave and adding a stock constitutes making an SBS. That's essentially what you do when you mount it to a rifle. The host weapon stays the same, therefore the mounted weapon is more prone to fall under NFA (unless the host weapon is also NFA without the secondary mounted weapon).
