If you're using the Wheel, you almost certainly want to split STR/Arcane, rather than going full STR. The transformed state has some hidden modifiers which make it do a lot more damage than what your displayed stats claim. Like a lot more. The dash R1 on the Wheel is a multi-hit attack so those flat bonuses will get applied on each hit. That's why you'll see some people recommend flat arcane gems for it. If you have 50 arcane though, you definitely want to go with nourishing gems as they multiply both the physical and arcane damage dealt on every attack.

The transformed L2 power-up only affects the Arcane portion of the damage. Considering the amount of health it drains, it's not worth using without good Arcane investment and excellent Arcane% or Nourishing gems to boost it. The weapon scales with both Strength and Arcane. Without a STR/ARC build, I wouldn't say the Wheel is worth using.
